Ten Ways to check Law Enforcing Agencies

Abolish the need for official/political sanction to prosecute bureaucrats, policeman and security forces personnel when they are accused of committing crimes.

Stop talking about how making police and Army answerable   to the law will somehow demoralize their morale.

Bring an end to the costly relationship between the police and the politics.

Ensure that Police/Army  officers who abuse  their  authorities  and engage  in malafide  prosecutions   are dismissed  from service  and  sentences  to jail  for a  long period  of time.

Ensure that criminal  charges  against  law  enforcement  personnel  are fast-tracked  as a matter of routine , so that  a powerful  defendant  is not able  to use his  position  to delay  proceedings.

Empower the National Human Rights commission with teeth so that police/Army or State Government cannot brush aside their orders.

Ensure early enactment of pending legislation broadening the ambit of several crimes.

Take steps to introduce a system of   protection of witness and complainants.

Ensure robust interrogation techniques like narco-analysis against accused officers.

Media and the high judiciary  must also  turn the  light  inwards  and  ask  themselves  whether  they were also derelict  in their duty.
