NCC VISION 2030



General 

1.         Today’s India presents a dichotomous scenario.  Only a minuscule section  of society consisting of highly educated society  mainly of big cities, is reaping the fruits of liberalization.  The balance of large
number of people has been left behind in a time warp.  The country is going through a period of jobless
growth since the last one and a half decade.

2.         The National GDP for the last four years is growing at a respectable average rate of 8%.  But the
gross employment opportunities have  grown only 1.5%.  This unemployment is highest among the
educated (10th class pass or above) youth in the age group of 15-29 years.  It is this section where  the
NCC can make a substantial difference if certain corrective measures can be adopted by reviving the aim
and focus of training and suitably modifying keeping in tune with time.

3.         India has 17,625 colleges under 217 Universities and nearly 29 lakh graduates pass out from
these institutions every year.  However, there are only 4877 technical industrial art and crafts schools and
1105 polytechnics.  Courses with occupational focus form less than one fifth  of the total higher education
in India while three fourth of the students in the USA pursue major studying having occupational focus at
the under graduate level.  Only 4% of Indian students have vocational skills.  Compare this with 26% in
Mexico and 68% in South Korea.  At the under graduate level 35% enrolment in China are in
engineering program where it is only 12 % in India.

4.         By 2030, the scenario of the ibid ref paras will aggravate  multiple exponentially.

Change in Orientation

5.         In view of the scenario presented in the previous paragraphs, it is imperative that the NCC has to reincarnate itself into an objective job oriented, quantified  and employment generating institution.  Although the new training syllabus covers only 30% of military subjects and incorporates 70% of non military subjects covering all the modern subjects /faculties, it is ironic that still the Org is not geared up to impart training besides the military subjects.  In this competitive world  where education is so expensive that it is beyond the middle income group and the syllabus is so exhaustive that there is just no time for drill, map reading, field craft , firing etc.  It would not be wrong to say that even if the students learn these skills, these will not help him in getting employment or better grades in the fields they are pursuing their courses.

 6.         The present NCC Training and competitions are RD oriented.  The selection process to the RD
contingent starts from the enrolment itself and it continues through  various stages in CATCs, IGC, and
Pre RDC and finally RDC.  The cadets who are earmarked and selected for RDC have to attend all the
preparatory camps(CATCs,IGCs, Pre RDC) thereby diverting their attention from main academics.  There
 contemporaries score over them purely because of their consistency in preparations of their academics.  The cadtes who attend RD Parade after sacrificing so many study hours from the main course ultimately are not commensurately benefited tangibly or intangibly, in terms of getting employment.

7.         In view of the above it is recommended that the NCC must change its focus from RD orientation to quantified, employment orientation.  One of the Dtes(viz Delhi & UP) be tasked to prepare exclusively for the RD Contingents besides covering the syllabus and rest of country should not be involved in the various selections and training for RD parades :The new syllabus must be enforced covering all the subject specially the non military where there is more involvement of the Offr than that of the PI Staff.  Offrs must be trained on following subjects by giving a short capsule in their orientation cadres.  DG NCC is already issuing comprehensive CDs of carrier counseling covering all the subjects prepared by professionals:-

(a)        Commercial Agriculture
(a)           Agro Industry and Agriculture
(b)           Afforestation for pulp and power
(c)           Retail Sector
(d)           Tourism
(e)           Hospitality
(f)            Housing
(g)           Construction
(h)           Textile, garments & leather products
(i)            Health sector, Doctors, Nurses , Physiotherapists, para medics, technicians and personal of Pharmsutical dealer
(j)            IT & IT---
(k)           Retailing
(l)            Financial Services
(m)         Telecom

Scope of Vision 2030

8.         The scope of the paper can be summarized as under:-

(a)           Making NCC more attractive & popular.
(b)           Reorganizing Pls, Coys, Tps to make it more economical.
(c)           Having Composite Bns.
(d)           Conclusion

9.         As every citizen has responsibility towards the society and the country, people must nurture a
sense of pride, patriotism and develop ethics so that they can contribute to country’s democracy,
modernization and development.  To create such citizens he/she has to be taught from school/college
days itself.  It s with  this aim the NCC was created in 1948.  Now is the time to reconcile once again the
very aim the org was created.

10.        Following are the basics considerations for the vision 2030.

(a)           NCC should not be regarded as Military Training only.
(b)           NCC must be promoted as multidisciplinary youth.
(c)           NCC must be considered as a development organizations committed to:-
(i)            Individual Development
(ii)           Development of Society/Community
(iii)          National Development.
d)         Should be introduced in all colleges (Govt & Private) on voluntary basis and regarded as a part of curriculum.

11.        NCC future training should involve following in the order of precedence:-

(a)           Nation Pride
(b)           Good citizenship, Nationalism & Patriotism.
(c)           Individual Development  training.
(d)           Vocational training
(e)           Personality development training including soft skill training.
(f)            General Knowledge.
(g)           Drill , Weapon Training & Physical Training.

12.        NCC should be promoted as National Fashion for boys and girls.  Its usefulness must be
recognized like that of science, engineering, medicine so tha it attracts better quality  youth.  It should be
included a s subject in all education Boards/Universities at school & college levels.  Public schools must
be encouraged or motivated to take up NCC and spend on it.


 Reorganasing Tps, Pls & Coys

13.        NCC Bn is a static training establishment.  The aim of the NCC Bn is to give elementary Military
Training with a view to inculcate a sense of patriotism, discipline, good citizenship as also to motivate
them to join Armed Forces.  The Bn should therefore be org to provide a good instructor to Cadets ratio
(on daily training basis).


14.        Each Pl should have a fixed strength of 60 Cdts. 

15.        Each Coy should have six Pls.  A Coy should be trained by 1xJCO & 1XNCO(SD Cdts must be trained twice a week.

16.        Each  inter college should have a Pl of 1st year Cdts and the other Pl of 2nd year Cdts. University/
Degree College can be allotted 3rd Pl for ‘C’ Cert Cdts.

17.        Present strength of a Tp (100 Cdts) is not suitable for imparting desired training to Cdts.  It is
essential that a Tp is further sub  divided in to teams of 50 Cdt.   A Tp should have four teams of 50 Cdts
each ie200 Cdts per Tp.  The NCOs will train each Tp. JD Cdts are trained thrice a week, therefore two
NCOs are sufficient to train one Tp of 200 Cdts at the scale of 50 Cdts each day.   Each school will have
two/four teams.  One/two for Ist year Cdts and the other for the Iind year Cdts.

18.        Advantages of Reorganizing Tps, Pls & Coys.  Following are the  distinct advantages.
           
(a)           Cdt strength per NCC Bn will increase.
(b)           Instructor to Cdt ratio at JD level will decrease to 50 Cdts per instructor for the present 500 Cdts per instructor.

19.        Composite Bns at District level.         It has to be kept in mind that NCC Bn is fixed area Trg Est ie it is not mobile like military units who keep changing their location frequently.  It would be more economized and better organized for training, Comd & control if these Bns are based along the lines of administrative set up of the state ie one composite NCC Bn per district by merging all the present Bns with reduction/reorg.  This will reduce number of Bn and corresponding establishment costs.

20.        These Composite Bns will also have components of Navy & Air Force so that NCC presents a
wider outlook to Cdts and suitable environment to motivate youth to take up carrier  in the Armed Forces.
These Bns would require minimum addl Pl & Civil staff to cater for increase in Cdts strength beyond 1500
Cdts at the following scale:-

(a)           One Offr per 1500 Cdts.
(b)           One JCO/NCO per Coy (360 Cdts or part thereof)
(c)        Two NCOs per Tp (200 Cdts or part thereof)
(d)        One Clk per 500 Cdts
(e)           Two lascars per 500 Cdts.
(f)         One Driver for each addl Vehicle.

Encouraging/Introducing NCC in Public Schools.

21.        At present Public Schools are not very active participants in NCC activities.  NCC activities are
mostly restricted to Govt/Govt aided schools and colleges.  Public/Convent  schools must be motivated
to take up NCC activity.

22.        Public Schools generally change high fee from the students for education.  Parents from higher
strata of society send their children for education in Public Schools.  Students from these schools can
bear the expenditure on NCC activities.  The students who opt for NCC can be excused from SPUW (Socially Useful Productive Work) class.

23.        Public School can create their own school NCC Corpus Fund from all students for issue of uniform
to their Cdts.  NCC can bear the cost of honorarium to ANOs and camp expenditure only. If each present
Bn can enroll two Public Schools with 50% JD & 50% SD Cadets, increase in NCC enrolment would be
tremendous.  Two Public Schools per NCC Bn are recommended.

Replacement of Refreshment with Bonus Marks.

24.        Present system of refreshment to Cdts should be replaced with bonus marks to NCC Cdts in
Board exams of 10th & 12th as well in class IX & XI.  Cdts appearing in ‘C’ Cert exams get enough
incentive to take up NCC 5% to 6% bonus marks to students taking up NCC would encourage more
quality students to join NCC, in present system science students do not generally join NCC.

25.        Replacement of refreshments with bonus marks will result in savings and at the same time
encourage more students to join NCC both from art and science streams.

Raising of Funds.

26.        Following is recommended for raising of funds:-

(a)           College Enrolment.
(b)           Surcharge on Entertainment Tax.
(c)            Business house.
(d)           10% surcharge on entertainment fund should be levied for NCC in the State.  The details
of entertainment fund collected each year can be obtained  from State.  However rough estimate is 100 crores   which generates R.10 Crores to the NCC Fund.

27.        College Enrolment.

(a)           Each student be charged per year Rs.10/-from Class VI to PG.
(b)           From Class VI to XII this would generate approximately Rs.10 Crore per year calculated
at  the projection of 15 lakh students per year in each class.
(c)           For graduate and Post Graduate classes it will generate approximately Rs.50 lakhs calculating total enrolment in these classes to about 5 lakh students per year.
(d)           Each  business house having a turnover of more than 01 crore to deposit Rs.1000/- per 1 crore turnover per year for NCC.
(e)           In the State there must be 01 lakh business houses whose turnover exceeds Rs.1 crore annually.

Making Popular.

28.        NCC could become popular with youth if its value is understood and recognized by the society,
particularly the youth and their parents.  NCC should conduct better quality training for individual
development in harmony with present and future trends.  It should serve as a launching pad for the NCC
Cdts for their life ahead. This can only be possible if the quality of the Offrs posted in the NCC is improved and NCC should not become a congregation of superseded officer and an org of compassionate grounds postings for regional officers.

Conclusion.

29.        NCC Vision 2030 can be concluded specifically and pointedly in brief as under:-

(a)           Slowly and gradually making NCC an enviable activity in all schools & colleges.
(b)           Increasing NCC activities in self financing private institutions.
(c)           Strictly monitoring the performance of the Cdts.
(d)           Making institutional training more realistic.
(e)           Training the trainer.
(f)            Standardizing the concept of mixed Bns.
(g)           Entrusting ANOs with more significant role.
(h)           Seek assistance of professionals for Non military subject.
(i)            Establishment of publicity cell at Dte level.
(j)            Progressively upgrading the inventory.
